U.S. City Renewables Lead, Energy Program, Washington

Program Overview

WRI is partnering with Rocky Mountain Institute in service of city efforts to procure renewable energy. The two organizations are building an integrated team across their energy activities that will support cities who are part of the Urban Sustainability Directors Network and the Bloomberg Philanthropies American Cities Climate Challenge. Our integrated team will help cities meet their renewable energy purchasing goals. We will support purchasing approaches that are most relevant and impactful for the circumstances of our city partners. WRI/RMI support will include organizing and supporting cohorts of cities working on similar purchasing strategies, developing tools and guidance documents, organizing training, and supporting peer learning events to help cities secure renewable energy to decarbonize their electricity supply.

In this position, you will expand the WRI Energy program work with utilities and corporate buyers on innovative renewable energy procurement and decarbonization efforts. Your work will also inform and link to the Special Clean Power Council for Customers and Utilities, as well as WRI's engagement in the Renewable Energy Buyer's Alliance. The WRI U.S. energy portfolio focuses on how utilities, cities, and the private sector can speed scaling of low carbon technologies and engage policy makers on supporting an ambitious trajectory to a low carbon flexible energy system. You will also work very closely with the WRI Ross Center for Sustainable Cities and with the U.S. Climate team.

Job Summary

In this position as U.S. City Renewables Lead, you will lead the engagement efforts with 100 cities. With support from the WRI and RMI team, you will be responsible for supporting cities in shifting from interest in renewable energy to action at scale and ensuring that cities have a high-quality experience working on this with us. You will work with a variety of people within a city and need to have a strong understanding of city governance and sustainability challenges. We expect you to connect to the diverse contexts and perspectives cities they will be bringing to the initiative and help guide the technical teams at WRI and RMI to ensure the project delivers high value engagements on renewable energy and other energy transition opportunities that may emerge for electric vehicles and efficiency efforts over time.

We seek an energetic leader who is experienced in project management and enjoys working and collaborating with others in teams. We have rapidly changing priorities and multiple projects with varying deadlines, so you will need to be flexible and work well in partnership with other internal and external partners.

City Engagement, Project Leadership and Partner Management

  • Act as primary lead with a diverse group of city partners
  • Support and manage the city experience on renewable energy for members of USDN and the American City Climate Challenge who seek to take action on purchasing renewable energy. Between 2018 and 2020 our efforts will reach 100 cities.
  • With the Chief of Party (RMI) for the project and partnership, we ask that the city lead monitor and manage project deliverables, set and clarify priorities, and ensure high-quality deliverables
  • Lead 'Market and Policy Leadership' activities on the importance of state policy and regulatory context to guide cities on renewable energy purchasing pathways. This includes city and state education efforts to help cities share their experiences, expectations and efforts with the broader policy community and state officials
  • Engage other stakeholders and funders
  • Analyze and share lessons learned, and city experience with purchasing
  • Monitor program/project performance against milestones

Thought Leadership and Strategy

  • Ensure that the 'voice of the city' is heard in the project team's design and development of strategy and thought leadership efforts
  • Oversee research and analysis related to city-decarbonization and renewable electricity purchasing
  • Track the scale and pace of change at the state level and the role of cities and non-governmental actors in the deployment of clean energy technologies (including demand-side efficiency and smart consumption) as well as renewable energy in key sectors (transportation, industry, buildings, etc.)
  • Help develop project-related knowledge products (reports, working papers, etc.) that follow WRI research guidelines
  • Promote energy knowledge sharing across the city-network and WRI network

Communications and Administrative Activities

  • Lead the development of city-focused communications products (press releases, blogs, etc) in order to ensure uptake by target audiences
  • In collaboration with WRI and RMI senior managers and communications experts,develop project influence strategies to help the city leaders connect within their own city governments and with the market to execute action
  • Ensure development of highly effective presentations for internal and external audiences
  • Represent WRI at select conferences, workshops and other events
  • Support fundraising, grants management and other activities as needed

Job Qualifications

  • Minimum of ten years of relevant, full-time work experience is required with five years as a city staff person in a senior position such as a City Manager or City Sustainability Director (or other city government role such as Director of Public Works, Purchasing, etc.) strongly preferred
  • Master's degree in business, public policy, urban planning, environmental policy, energy policy or related field
  • Experience working in multi-city partnership structures such as USDN, C40, City Energy Project, ICLEI or others
  • Knowledge of public policies and private actions that support deployment of low- and zero-carbon energy and improved energy efficiency 
  • Excellent writing, presentation, and interpersonal communication skills across a range of stakeholders, including senior corporate or governmental leadership 
  • Fluency in English
  • Ability to work independently with minimal supervision and in a team environment
  • Strong writing, database management, and proofreading skills
  • Excellent communication skills, including the ability to work well and collaborate in a team
  • Strong computer skills
