Background & Rationale

Sanitation and Water for All (SWA) is a global alliance of over 150 partners, fifty of which are governments from low and middle-income countries, donors, civil society organizations and other development partners working together to catalyse political leadership and action, improve accountability and use scarce resources more effectively. The ultimate goal of the Partnership is to achieve universal access to water supply and sanitation.

UNICEF hosts the Secretariat of the Sanitation and Water for All partnership, which is responsible for supporting the Chair and Executive Chair of the Steering Committee (SC) as well as other members of the Steering Committee and organizes the biennial global High-level Meetings (HLM) and annual Partnership Meetings (PM).

The Sanitation and Water for All (SWA) partnership is planning to hold a range of High-level Meetings and related events in Washington DC in April 2017, at the time of the World Bank Spring Meetings. These will include a meeting of Ministers of Finance (21 April), a one-day Sector Ministers meeting (19 April) and related activities organized by SWA partners. The focus of these meetings will be on planning to achieve the sanitation, water and hygiene-related targets of the Sustainable Development Goals (SDGs) with a particular focus on finance.

A skilled facilitator is sought to assist the Secretariat to deliver a high quality and inclusive series of meetings.

Purpose

Under the guidance of the SWA Coordinator, and with the advice and support of the SWA Secretariat and Executive Chair, the Consultant will contribute to a successful cycle of SWA HLMs in 2017 that contribute to SWA's vision of sanitation, water and hygiene for all, always and everywhere.

Specifically, the facilitator will contribute to planning the meetings, including the preparation of questions for panel members. The facilitator will act as Master of Ceremonies for the one-day Sector Ministers Meeting on 19 April, introducing speakers and moderating discussions in both French and English. The facilitator may also contribute to additional, partner-organized events on 20 April. The facilitator's role during the Finance Ministers' Meeting on 21 April, if any, is yet to be determined.

Expected results: (measurable results)

The role of the Consultant, as a senior, bilingual world-class facilitator, is to lead the facilitation of the Sector Ministers' Meeting and discussion day, and assure the objectives of the meetings are achieved.

Expected results:

  • Meeting participants express satisfaction with the meeting, including their ability to contribute to the discussions (as measured by an evaluation survey)

Key deliverables are:

  • Contribution to the design of the HLMs, in particular panel discussions
  • A well-run meeting where the opportunity to contribute is shared appropriately between participants, sessions run to time, panel discussions are lively and interesting, and the multi-stakeholder, bilingual nature of the partnership is reflected.

Duty Station

The consultant will be required to travel to the HLM venue in Washington, D.C., USA in April 2017 (18 and 21 April inclusive). Pre-meeting tasks and discussions with SWA Secretariat can be carried out from any location with access to internet and telephone.

Key competences, technical background, and experience required Deadline

  • This assignment requires a highly experienced facilitator with over 15 year's relevant experience, including hands-on experience of leading the facilitation of international meetings.
  • Ability to facilitate the meeting in both English and French is essential. Knowledge of other languages, including Spanish and Portuguese, would be an asset.
  • Prior experience working with Ministerial-level meeting participants essential.
  • Understanding of international development issues essential. Familiarity with current concerns around the financing of development highly desirable.
  • The facilitator is expected to have a strong grasp of meeting process design, be an articulate and engaging speaker, to transmit high energy levels, to think on his/her feet, to be a good listener, give feedback to participants and negotiate solutions where there are areas of disagreement between meeting participants.
  • Knowledge of water and sanitation stakeholders and the issues in the sector would be helpful, but the facilitator is expected to be an objective voice and would not be expected to take positions on any technical WASH matter, but rather to facilitate dialogue and consensus-building and assist SWA participants to make collective decisions.
  • Team skills to work with other SWA Secretariat team members are essential.
