If a factory unit was set up to build the parts of the sructure to European standards then it can shipped out to what ever country it is needed. The ground preperation can be done in advance as most of the machinery for this task can be found all over the world. The building can be made to run it's self with the use of solar or wind power for electric and the use of bore holes for water. This can be done in most countries where the slums are as they usually exist by water source's, but each build would have to be looked at in it's own right.
